I used Martha Stewart's tissue paper flower technique to make the clouds. Very easy. I used 10 sheets of tissue paper per flower to make them extra full. Gotta love the Dollar Tree for these kinds of crafts!
I also put together the rainbow party hats and my candy cups.
See this former post for candy cup crepe paper ideas. I doubled the crepe paper ruffles for this colorful design and hotglued my rainbow ribbon around the base of the cups.
Paper Glitter supplied the rainbow party hat template for free! I love her website. Her designs are so cute and easy to assemble!
